The text reads that you can kneel the 'attached character' to give a participating character +2 STR, so if you play this card on an opponents character would you be able to kneel him/her to give some participating character the +2 STR? My though is yes this is perfectly legal. Can anybody back me up?

No it's not legal. You can pay costs only with cards you control. And you do not control your opponent's character.

The answer is "no." Reason being is that kneeling the character is a cost of the effect. You cannot use cards you do not control to pay the costs of effects. Otherwise, what would be stopping you from kneeling your opponent's Fiefdom when your event card says "kneel 1 influence to..."?
I do understand that normally you cannot pay costs with your opponents cards though since this attachment specifically says to 'kneel attached character', I thought it got around that rule somehow. Thanks for clearing this up for me.
