Actually... they can gain access to each other's chamber militant, or, at least, the Deathwatch will accept requests from everyone, including people outside the Ordo Xenos (mainly because the Deathwatch are considered the equals of the Inquisitors, the Inquisitors don't boss them around). It's just that the Deathwatch will only act on it should it be worthy of them.
