What tests are limited in space combat by the crew's skill rating.

I am going with the NPC actions rules limit on page 214 where it states that the crew can preform a number of actions based on its crew skill rating. With a crack crew ( base 40 skill rating) that would give the crew 4 actions that the players characters could order to crew to make.

Does this mean that:

1. A NPC crew member or NPC ship's manoeuvre action would could aginst the the number of checks they could make in one turn, or is the ship's manoeuvre action free and does not count aginst the limit on skill checks?

2. Does any shooting of the ships weapons by a NPC crew member or NPC ship count aginst the limit of skill checks they can make in a turn, or are any shooting actions not counted aginst that limit.

3. Any four extended actions could be taken by a NPC crew member or NPC ship at any time in the combat turn.

Each turn, up to four rolls of any kind can be made using the crew rating (if you've got a rating 40 crew). Any rolls beyond that must derive from a player character's abilities.
