Some time ago i remember seeing a custom rules variant link where you set up the board different (among other things) anyone know what im talking about/ have that link for me?

I don't know specifically what you're talking about, but I'd point you at BGG and ti3wiki.org as the two most prominent sources of TI3 variants. I've seen several custom map set ups on those websites.
