Is there any expansion that is weaker than the others, or are they all great expansions? Not that it matters, I'll be buying them all, but I'm curious to know if the level of quality is maintained throughout the expansions.

Definitely get WoD as the first expansion. Play through the orginal quests and then the WoD questions. You could also get ToI to get the feat cards to help the heroes through the WoD quests.
In my opinon, the best expansion, by far, is Road to Legend. (RtL) And if I were to only buy one, that's the one I'd buy.
Not because the others are bad, they are all nice in their own way, however RTL dramatically alters the Descent experience and fixes the only real fundamental issue I have with the core game: Session play length.
The basic game of Descent can take a long time (5+ hours on a average sized dungeon). While it is great fun, it can be hard to fit that into an 'evening' of gaming.
RtL allows for MUCH shorter play sessions, often as short as an hour once you know the rules, but joins these short sessions into a longer campaign.
Even if you don't care much for the campaign, but are looking for a quick game of Descent, you can just pull a random dungeon card and have a quick, 1 hour romp.
Also, RtL works fine without any other expansions, but also easily brings them into the campaign as you add buy them.
Here's the order I'd buy the expansions:
RtL (for reasons above)
Well of Darkness (Adds Power potions, which really help heroes, also gives Treachery)
Tomb of Ice (Adds feats which also helps heroes, and Stealth/invisibiliy potions, also expands outdoor encounters terrain a bit in RtL)
Last: Alter of Dispair (I actuall still don't own this one)
Alter of Dispair introduced the "Invulnerability potion" which isn't used in RtL, so I've never picked this one up. This one is really a strong boost to the Overlord, and in our playgroup it's felt the OL does pretty well, so we haven't picked this one up yet. Although I'm sure we'll get it at some point.
That's my 2 cents. You'll be happy with whatever, as the whole system is great, but I can't recommend RtL highly enough. Best expansion to a board game ever.
I don't know why people knock AoD so much. I think its at least as good as WoD. ToI I need to buy so I can't say anything about it.
