simple question about answer number 2..... "adjacent street" but... always with an arrow?? or could the flying monster go from Rivertown to Merchant District??

There does not have to be an arrow. Flying and stalking monsters are the only monsters that may move this way. As long as the spaces are adjacent, a flying monster will move to a street area that contains an investigator.
