multi attacks per round

I seem confused how to get multiple attacks in a round of combat.

I understand that you can declare at start of turn that you will take more than one action (up to your max allowed table37 on page 79) as per Action section in rulebook on page79. Each additional action after the first will take a -25 action penailty (cumulative). Thats fine.

What confuses me is the section on page84 of the rulebook: additional attacks. It says that characters may make 1 additional attack per 100 points of FINAL ATTACK they possess. Final attack can include modifers based on circumstances that may change during the resolution of a turn.

How does this section relate to declaring additional actions?

this is bad wording, you should read "attack ability", not "final attack".

example : a guy has 230 attack ability, he can thus make 3 attacks, each at 230 -25 -25 = 180, but he may have situational bonuses and maluses changing this number

as long as he has 100 (or 200 or 300) he can use multiple attacks ; having 90 and a situational +10 doesn't work

mmm ok then...but how do multiple attacks relate to counterattacks.. You hit me and miss enough that I can counter attack. I declare multiple attacks (AA of 200) but choose to only attack once saving my other attack for later in turn when active or as a counterattack etc. That tactic ok?

Yes, you can save your additional attacks for use as counter attacks though only for that turn.

Also, in your example above, an AA of 200 would grant you three attacks, if you chose to use them all.
