When do you restore a relationship card? At the start of both participant in the relationship? So both can use the power of the card?

Or only once a turn?

The idea is that one partner can use an exhaustable card in any given round, not both.

Yep, it refreshes just like a normal card: during Upkeep.

Well, if it helps, each Relationship card is technically owned by only one investigator: the card is "shared" by the investigator who owns it, and the investigator to the left.
