i asume enters play is when it comes from your hand, deck, or discard pile and is played is just form you hand. help?

Enters Play is just what is says it is: Something enters play, either via playing it or via Unspeakable Resurrection... as long as it enters play it counts.
Playing means you have to pay for it, and play it.
here is my example. im sure u all have looked at it
so when cthulhu's hydra uses its abilty to bring back deep one rising back into play from the discard pile, this will trigger dark ones risings forced response again?

No, because you're playing Hydra's triggered ability, not Deep One Rising.
just for further reference, would it work if deep ones rising text said "enters play"?

Yes, in that case, if it enters play via Hydra's triggered effect, then it would enter play and trigger its effect.
