Played my first Melee game last night with the Core Set against three other players. I played as Targaryen and half way through the game I used the plot card Rule by Decree, at the time I had 7 cards in my hand and the other three players had 8 cards in their hand.

Rule by Decree text: Cannot be cancelled. When revealed, the player with the most cards in hand chooses and discards cards from his hand until he has 4 cards in hand.

At the time we agreed to play it, because there was no single player with the most amount of cards, no action was taken. However, you could argue that because the other three players all had the most amount of cards, should they all discards cards from their hands until they only had 4 left in their hand as stated on the plot card?

Advice and opinions please?

If two players are tied for the highest number of cards in hand, then no individual player has the "most" cards in hand. The play restrictions aren't met and RBD's effect does nothing.
