If the response is to a player action, the player
to the left of the person who initiated the
action has the first opportunity to respond.
Response opportunity then passes clockwise
around the table.
In a Framework Action Window, the "First
Player" always has the first opportunity to
respond. Response opportunity then passes
clockwise around the table.
As for passives, I think the first player has the first response, but I can't find anything in the rules.

Actions: First Player
Response to an Action: To a player action, the person to the left of whomever triggered the action. To a framework action window, the First Player.
Save/Cancel Response: Same as regular Responses.
Passive Ability: There is no "goes first" to passive abilities. They are all considered to happen at the same time. If they cannot happen at the same time, the First Player chooses the order of each effect specifically. There is no "turn order."
Framework Action: Again, there is no "turn order." Framework events happen at the same time for all players. All players draw cards at the same time in the draw phase. All players stand their cards at the same time in the standing phase. All players reveal their plots at the same time in the plot phase. Responses to framework events start with the First Player. When a framework event calls for an "Active Player" (as in the Marshalling and Challenges phases), players take turns as the Active Player, starting with the First Player.
And if you want to respond to passive effect?
Correct me if I'm wrong, but a passive effect can never have its own action window. It is always triggered as a consequence of a framework or player action (or another passive or response within a framework or player action window). So responding to passives is always going to be just part of the normal response opportunities provided within framework and player action windows.
Right, I meant save/cancel responses to passives. Is it dependent on the window (player/framework) or the first player always get first save/cancel response? Not that it's important, but that situation out of Shadows was also not covered by rules, so I'm curious.
