Can i heal a unit with no damage? In other words does it count as being healed for purposes of trigering other effects (the Glitering tower) ?
Healing?
I'm pretty certain that this is not the way it works. But after thinking about it, it would be neat to see James rule this way. High Elves are so bad, and allowing them to use their healing more often should boost them up to playable at least. Not sure if they would then be overpowered, but I doubt it.

Ummm, with no need for actual healing, just flood the zones with units, have 1x Initiate of Saphery in KZ as well as the Glittering Tower, each turn you do X damage for FREE, where X = # of units you have in play
! With 3x Initiate, you do 3 times the # of units in damage each turn, for FREE! So 3 Initiates in KZ, 3 Envoy in QZ and let's say 2 Swordmasters in BZ. Each turn you'd do 24 dmg (8 units, "healed" three times) without having to pay for anything

And it would still lose to Bolt Thrower
No, it's still have all it's resources left to fuel its own BT
