I'm just double-checking that my core game came complete with everything it should have. I read about Agendas in the rule book and I see info about them on these forums and elsewhere, but there are not agenda cards in my core set. Were there supposed to be? If not, are they included in each chapter pack?

Hi, not in each chapter pack (except in the Defenders cycle that has one agenda per CP), but in some of them and in some expansions (for example Lords of Winter one).

If you install OCTG2 or use some card search (ie http://info.wsisiz.edu.pl/~szczesnj/index.php checking filter box Hide: Plots, House Cards, ACEL) you can pretty easy have a list of them.
