Titan's Bastard coming back from discard / dead pile

The Titan's Bastard has the following response: After a card is placed in an opponents dead pile, return the Titan's Bastard to its owners hand.

If the Titan's Bastard is in the discard, or even dead pile, can you activate this response to return him to your hand (after someone else dies, obviously)?

At the end of the day, I guess my main question is, can responses be activated from the discard/dead pile, or do they have to SPECIFICALLY allow you to do that on the card?

They have to SPECIFICALLY allow you to do that on the card, since cards not in play (e.g. dead/discard pile) generally don't work.
