For example, if I have 1 development on my battlefield, and 4 resources, can I use this action 4 times in the defenders are declared action window to have the Spearmen deal 5 damage?
Yes, you can. However, if you have more then 1 development, you are obliged to spend at least as much recources as you have developments. For example: if you have 4 developments, you must spend 4 recources.

This is the key reason I tossed Swarm 'Em right away. Orcs like units in the BZ (not necessarily developments), so X tends to creep up high (since even units not attacking count)
