Another nice shenanigan for a cultist heavy deck. I have to look over cards with a printed skill of 2 or less to see how much bang this card has.
Not just for a cultist-heavy deck, but also as an anti-cultist tool. As Marius says, bring it out at the right time and you can chain the effect from one of their characters to another.
Also good for insanity plus control shenanigans. I really like this guy.

I play a Hastur / Syndicate deck, so False Papers would also work.
Actually, thinking about it, Infernal Obsession might be better than Blind Submission. Although more expensive to play, it lets you start the chain by taking a character with skill >2.
Some "printed skill 2 or lower" characters are worth saccing a cultist over...
I think the Harbinger is cool but not quite very strong. Marius offers many options - good cultists for your deck, turning control into sacrificing for your own gain, battles with the Mi-Go, offering good skill 2 or lower characters to steal. Ravager from the Deep is a good example. That bastard does often come into play and squash good plans. He is a classic meany to steal. In truth, one opponent character turned into your own, no matter how small, for that one turn, could prove a crucial swing of power. He's got a little infernal obsession in him. Unforseen tactics could still be out there. He's not too tricky, like of old. But a discard pile packed with cultists could turn into something any card now. Perhaps Harbinger could use one smidge more, like an arcane icon even. Then he'd be whack.
The illustration couldn't be better. The gleam of light on his hairy back, the setting, the sign he's carving, the clarity. More horror in the victim's eyes would be less HP PG. Still, no mistaking this guy.
Harbinger of Insanity drives me mad when I think of CCG Hastur Cultists like Repairer of Reputations, High Priest of Hastur, Keeper of the Yellow Sign, Pulp Writer, Academy Patron, Priestess of the Yellow Sign, Broken Vessels, Patron of the Arts, or Collector of the Obscure, to name a few hastur black border cultists. sigh

By chaining effect, you don't mean sacrificing an opponent character. Because you can only sacrifice one you control. If you take control of an opponent's cultist and conditions apply, well that's different.
Yes, I think that's the point. Sac your own cultist to take control of your opponent's character. If that's a cultist, sac it to take another, rinse and repeat. Which works even better if you start off with eg Blind Submission to take control of their character and sac that one to start the chain.
There are eighteen cultists skill either two and one, that one might steal with Eldritch Edition classic common Blind Submission. Then sacrifice with Harbinger of Insanity. Could happen. I wouldn't plan around it though. It's one character. Maybe in a toolbox deck.
