If i activate a limited response and someone cancel it, can i activate a second limited response?

"Similar" to this previous question. If i draw a card and someone cancel it (for example a draw with Samwell Tarly) can i still draw 3 cards or the limit is now 1 card(in the case of Sam) because of the cancel?

No, because the limit is on how many Limited Responses you can initiate during the round. Canceling the effect does not change the fact that you initiated the Limited Response.
