Does Bran the Builder's Legacy ignore out of house costs?

House Stark Only. Event.

Dominance: Pay 3 gold to search your deck for a location card with printed cost 2 or lower, and put that card into play.

It seems to me that this can be any house's 2 cost or lower location, In particular I'd like to use the event in a house stark defense deck to bring out toll gate. other fun ones would be field spikes or beseiged shipyard,

On another not, does "House X Only" limit the card from being played in the deck all together or just from being played?

Yeah, it allows you to put any location with printed cost 2 or lower into play. Doesn't matter if it doesn't match you house affiliation.

House X Only is a deckbuilding restriction. You can only use them to build a deck if the House Card matches the restriction. During the game it doesn't really matter.

Meaning that you ignore it during the game. For example, the card Ten Towers lets you play cards from your opponent's discard pile. You can play those cards even if they have "House X only" where X is not your house.
