I see your point, but I do think that prone targets are harder to hit and also taking into account that it doesnt count makes the rules (which are already very complex) overly complex. Next to that, I think that SF is already pretty powerfull so I think this is a balance check.

They won't be diving prone during the supressors action anyway, he fires on his turn, works out the hits on his turn and then they get to act. If they then dive prone after that they're already prone the next time the supressors turn comes up and new hits are to be allocated.

hmm I just reread my last post and I hardly understand what I'm saying. (tried to type that message on an iphone).

Anyway, I just reread my published houserule on the matter, and this is a non issue. It clearly states that you fire and hit at -20BS (+other penalties) and randomly spread hits over targets in SF zone.

Targets can fall prone or run for cover in their own turn . So the prone penalty does not apply the first round (unless they were already prone ofcourse).It only applies if they are prone, not what they will do in the future.

Dodging however is a re-action and is still possible but I don't need to add that to the houseruling as this is just RAW.
