Nothing technically. However the rules suggest that a power can only be activated as per it's recharge rating when in an encounter, then possibly once during a rally phase and then again only once per scene during story mode. However the later is not a hardcoded rule, it's just kinda hinted at during the discussion on rally phases and story mode as well as in the healing section. It's left intentionally vague and up to the GM to decide. That's the RAW. However if you want something more hardcoded there are people on the forums with various suggestions on tying it to fortune refreshes and other things.
My own personal ruling is to give the characters the freedom to use abilities as they want as long as it's fitting to the story and they are using them to further the story. If they are just trying to spam a power because of some beneficial boon effect then I roll up my newspaper smack them on the nose and say 'No!'. If they don't like that answer then I'll try and work out such a way that their actions screw them over until they get the not so subtle hint.
