Yeah it's pretty important. All the other things you can buy are expansions, and as such are not designed as stand-alone items. The only workaround I can think of is perhaps if you were to buy Epic and then a bunch of expansions, but then the only available expansion that actually has a large number of figures is Horrific Horde.
FFG are not being very new-gamer friendly with Battlelore, are they? We have all discussed this before in various forum topics.

It's an English site that is selling Battlelore for a fairly reasonable price, especially considering the current status of USD to GBP (you would be spending probably $80-90 with shipping at current exchange rates)
Also check out ebay. There's a few bundled games (w/ CtA, or with the promo figures) each for over $100 and one core game that's going for pretty cheap on the auction block. 2 days left, though.
Also, sorry for the double post, but 2 things:
1) You will also need the core rules if you're gonna try and build your own core set out of Epic and the expansions. So...yeah again, you need the core game.
2) My bro-in-law picked up the core game for me for $5 at a local game store auction. So keep you feelers out and you might find a great deal yet. If you don't care about it having a pristine condition you could get it for next to nothing from the right seller.
