1) After Banner of Storm is played as an attachment after the player wins the challenge, can vigilant be used to stand character immediately?

2) A Game of Cyvasse is played. Is it possible for a player to use Insidious Ways to boost the STR of his character or must A Game of Cyvasse be resolved first?

3) I'm You Writ Small is played for the attacker and attaches it to a character that has already knelt his strength. Does the +2 STR still boost his character for the challenge?

4) Maester of Lemonwood is already in play. If another is attached as a duplicate, can his ability be used again?

1) No, vigillant resolves before responses to winning the challenge - passives resolve first.

2) No, you cannot trigger another effect unless it is a response before the current action is completely resolved. See the latest aGoT FAQ for the timing structure and flowcharts (same for question 1).

3) Yes, the strength boost from the attachment will count towards your total strength. The strength is only counted when the winner of the challenge is determined. Until that point, you and your opponent can play all the strength modifiers you want - even if the character is knelt. Once you have declared a character to participate in a challenge, he will continue participating in the challenge regardless of whether he is knelt, standing or loses icons. He can only be removed from the challenge by effects that specifically say so (like Toll Gate) or by removing the character from play (killing him, discarding him, returning him to hand).

4) Maester of Lemonwood is not a unique character. So if you play another Maester, he will come into play as a regular character, not as a duplicate. However, if you had a unique character like Ser Arys Oakheart, playing a duplicate of him while he is already in play will NOT trigger his ability again. So whenever you play a second or third copy of a unique character, you cannot trigger any effects that you normally would from the character coming into play. Same thing if you have Varys in play and you bring out of shadows another copy of Varys. The passive discard effect will not resolve, the card coming out of shadows will attach as a duplicate to the Varys in play with no effects. However, taking the second copy of varys out of shadows does count as bringing a card out of shadows, so you can still trigger cards like Tyrion, King's Landing.

If I'm running 6 North Agendas in Stark, can I reduce Wolves of the North in the setup phase to play as 0 gold?

Nope, you can't.

So Wolves of the North is considered to be "played" during the setup phase and that's why it can't work?

No. The card is NOT "played" during setup, so it doesn't work. In fact, other than the Keywords "Setup" and "Limited," no card text works during Setup.

Can Daenerys Chambers get back Dragon Skull or other Shadow Attachments? If so, is it costed at 2 gold?

You can get the shadow atachments back but the cost is 2 (for shadow) + X. So for dragon skull you would have to play a 3 cost character.
