Question 1, Sorceror King special ability:

How often does the Sorceror King get the 10 threat, is it once at the beginning of the dungeon (as per the dungeon locations on the Terrinoth map) or is it every time a new dungeon is drawn from the dungeon deck?

Points to ponder:

There is a lieutenant who offers a similar effect as a one time bonus. However the Lieutenant's one time bonus is greater.

Every other Avatar's special ability is persistent (not a one time effect)

Question 2, Available Skills:

There is a rumor card or non-combat incident card which allows heroes to pay the cost and learn an available skill. If the OL has razed a city do the skills effectively removed from the game still count as being available for the purposes of this card?

Once at the beginning of the dungeon.

True, but the Sorcerer King's overall bonus is greater, because he also gets extra threat every turn.

The card is a non-combat incident called Mad Duncan:

"One hero may train with Mad Duncan, learning any one unclaimed skill of his choice. The hero must pay the usual cost..."

As far as I can recall, there is no rule that says unlearned skills from a given city are put in the graveyard when that city is razed. In other words, those skills are still in the game, it's just that the most direct method of learning them has been removed. I would say Mad Duncan is a perfectly valid way to learn a skill from a city that has been razed.

Note that the card does say "unclaimed skill" so you can't learn two copies of a single skill card or anything like that. The skill needs to be one that has not been taken by anyone else yet, but that's the only limitation. If a particular skill has been put in the graveyard for any reason, then it would not be available for use with Mad Duncan, since things in the graveyard are no longer in play. I'm not entirely sure there's any effect that can put skills in the graveyard though, as I said above I don't think there's a rule saying skills go tehre when the city that teaches them is razed. Perhaps an OL upgrade or plot card might exist, though.

Yep. The card specifies "unclaimed," which just means that nobody else already has it. There's no limit based on availability in unrazed cities.
