Well, I just received the Akuma/Ryu battle pack and was wondering... How do teeck. other starter decks? I'm not really into buying boosters, but I would like to acquire the Sagat, Chun-Li and Ken starter decks. Would they be balanced against each other? Please help! I want to give one to my friends so I can kick their... decks

Are you wanting to play with your friends or interested in playing various formats at events if so you need to buy what is going to be legal next march let me know and I can tell you what to go after.
Regardless of which Ken the strengths of the decks are kind of as follows.
Sagat roughly equivalent if not marginally better than Ryu and Akuma (about tied) followed by Ken (either the old one or the newer one that is from the same set as the Sagat starter) and then lastly Chun Li (if the old Chun Li starter, definitely not so hot. If the newer one from 'the dark path', she might stand a chance against either Ken deck).
This is not a living card game where the starters are made to work perfectly by themselves in exclusion of any tweaking. They are designed to be roughly equivalent to the starters that they were printed with (some better some worse) with cards of varying validity. This is to encourage you to experience the fun process of making the decks your own creation and developing strategies of what's hot and what's not.
How many more starters are you looking for? Definitely the Sagat starter. Ken starter from the same set (Domination release February 08) would be good too. It kind of stops there for legality for formats in major tournaments (should your audience care about that sort of thing, and should the organizer of the tournament care about such a thing), though Sakura from Domination is very good as well, as is the Akuma deck, which is a different deck than the battle pack deck (actually all of the Street Fighter starters from that set were golden for various reasons in hind sight).
Now this is just limiting ourselves to street fighter only cards. Samurai Showdown and King of Fighters cards are all compatible with one another to fight against street fighter, if you so wish (and even if you don't wish when you go fight others). This is Universal Fighting System after all.
We are fans of fighting games and Magic, so they bought me the battle pack. I have checked a bit and definitively don't want another addiction, and there are no tournaments AFAIK in my country. I really would go all out with this game, but nearly nobody I know plays it, and lately I have forced one of my friends to play with me. He kicked my ass with Ryu very easily. And while we really like other fighting games (king of fighters is taboo, tough), we don't like to mix things like street and calibur, even when samurai and calibur would be awesome, as I said it is just for a change some of the days we don't play magic or while waiting for other players.
Your advice is really apporeciated and I will hunt for those starters
Lastly, We have tons of questions about the game, is there something like a downloadable guide? is the one from this site only for tournaments? Thanks in advance! Also, can you play 2 against 2?
To answer the last spate of questions....
The guide from this site is mostly for starting out, and the individual starter decks all come with a little rules/guide insert.
There are several 'formats' for things like 2v2 or free for all.
The way we did 2v2 was that the players would start out 'targeting' the person directly across the table from them, and so all of their card effects and whatnot would use that person as their target, but they could change target by committing their character. Otherwise just basically play a normal game.
This can also work for free for all or 3v3, though some people on the boards have brought up slightly more interesting ways for doing those.
