Hordes: # of Range Attacks vs PCs

In close combat a horde can attack each combatant within range.

Ranged combat a Horde can attack once per first digit of their magnitude, is this per combatant or in total?

"A horde can make a number of ranged attack equal to the first digit of its magnitude. Thus a magnitude 25 horde can make two attacks."

Nothing in there about "per target." Though, there is stuff for "sustained fire;" which I believe is intended to represent the semi- and full-auto fire, and states all additional hits being directed into the original target. So a space marine can still wind up chowder under a deluge of heavy stubber rounds.
