Shadow Agenda Clarification

When running the shadow agenda, it states that when you are playing a card from the shadows out of house, pay 1 additional gold. Is that on top of the 2 gold charged for playing a card from a different house? Or is that gold penalty only triggered when playing from your hand?

That gold penalty only applies to cards played from your hand (or placed during Setup). Usually, cards are "played" from your hand by paying the printed gold cost (plus possibly 2 gold if the card is out of house) and then putting the card into play as a player action while you are the active player during the Marshaling phase. Shadows cards are "played" from your hand into Shadows by paying 2 gold. At this time, the Shadows cards have no characteristics (all information about the card is hidden) and so the out of house gold penalty does not apply. When you bring the card out of Shadows, you pay its remaining gold cost and put it directly into play - a distinct action from "playing" a card, so the out of house gold penalty defined in the Core Set rules does not apply (but the 1 gold penalty of the agenda does).
