The text in the rulebook states that once the GM has assigned the Party Sheet Fortune Tokens equal to the number of members in the party, Fortune Refreshes. What exactly happens when "Fortune Refreshes"?

Does everyone go back to three fortune?

Page 16 of the main rule book, first paragraph...

each player swith less than 3 tokens gets one token that they can add to their pile OR use to remove a recharge token from one of their currently recharging cards.

Each player with 3 fortune tokens already cannot add one to hs pile but can still use one to remove a recharge token from one of his cards.

Any fortune tokens from the party card not used in this manner, stay on th party sheet, which means its takes less fortune tokens to cause a refresh next time round
