Cloak of the Hills/Leaves/Maelstrom

Ok so I've been wondering. I have this overpowered Warrior Hero (Mounted, Hack n' Slash, Man-At-Arms with Sword of Power, Lore Blade, and Warding Bracers...lol) and my wife has this Cleric Hero. She equips Cloak of the Hills as one of her artifacts. The Cloak of the Hills card (and the two others like it that apply instead to Waterways and Wooded Terrain hexes) states that only 1d may be rolled against the wearer, and if a hit is scored, the artifact's power is drained and it is returned to the deck. I have read the rule card and I really can't decide as to this next scenario:

Now when my Hero goes and attacks her Cleric on, or next to, Elevated Terrain, do I treat her Cloak as a "cap" or like the Slow lore card? In other words, to dice added to my roll by lore cards/artifacts/command cards increase the number of dice rolled? Or is 1d the maximum that can be rolled against that unit, and nothing can increase this number?

I've been playing as if nothing can increase the number of dice rolled. Thoughts?

I'd go for its an absolute limit rather than a cap + modifiers (like terrain) because,
its a magic item that can go away (and I presume the cleric can't draw another magic item to replace it at then end of battle?),
it's benefit is massively restricted by the amount of elevated terrain on the board
for the cleric to get the benefit it has to stay near elevated terrain

I think if you allowed other effects to add to the cap you'd have to up it else where e.g. it doesn't go away - might make for an interesting experiment.
