If you take Kings of Winter + The Rangers, then you have 2 agendas and ability of The Rangers doesn't help since Kings of Winter is not North agenda, right?

True that equals 2 agendas but while The Rangers may not 'help' the Kings of Winter directly it does tie into my winter/slowdown-opposition deck theme. But alas rules are rules. Thanks for the input.

I was considerting a NW/Stark deck....

do you think its viable (i mean you can make decent deck than a casual play) or NW decks at the moment have been optimized to be played with Baratheon?

The only House I've really thought about for NW other than Baratheon was Lannister, the reason being you will need board control if you expect to get the extra power required by the Agendas before your opponent can get to 15. There are some advantages to Stark NW... Old Nan can give your Stark characters NW trait and Wolves of the North might be worth using.
That being said, my NW decks were probably my worst builds ever and I got massacred several times before giving up on them completely, so I think I can definitively say I don't know what I am doing with them.
