Can you shuffle a card into a quest deck if it is empty (0 cards)? E.g. can cards like Ranger Summons and Flight to the Sea be played the turn after encounter cards run out as shadow cards are being dealt? I can see an argument that there is no encounter deck to shuffle into and also an argument that there is one and it is just 0 cards.
