So are contracts considered to be player cards? Will A Perilous Voyage reducing threat by 10 work with Saruman or not so much because effects can’t be more than 1 with him?

They are player cards. It mentions in the rule book for A shadow in the East...
"Contract is a new player card type introduced in The Shadow of the East expansion....Contracts count as player cards..."
