Are obstacles from Never Tell Me the Odds legal for tournament play? Or are they only legal for scenarios?

They are legal, or at least have commonly been accepted as legal.

the only new obstacles in there are the gas clouds. the other obstacles are from core sets, many from the original first edition core set. they are all legal for tournament play.
