Okay, here is the question, as long as I don't exceed the point total for squadrons can I exceed the combined squadron value of my fleet? I know I won't be able to activate them all using dials since there will be more than I can activate but, I would be able to activate them during the squadron phase. I don't see anything that covers this question...

Yes, you can take more squadrons than you are able to command.

It pays to have a plan for using them all, if the extras aren’t rogues.
