[Ruling] Roadside Inn

Hi, I have a question about the card 'Roadside Inn'. It reads: Reaction: After the fate phase begins, choose a character. Each opponent may give you 1 honor and choose a character - each player who chose a character in this way moves 1 fate from their fate pool to their chosen character, if able. In the reaction, before the '-', several decisions have to be made by different players. 1) controller of Roadside Inn has to choose a character; 2) each opponent must select whether to give 1 honor or not; 3) each opponent who does give 1 honor must choose a character. What is the exact timing of these decisions? Are they ordered as in the text, so its first 1, then 2, then 3? Or do opponents first select whether to give honor, and then all targets are chosen simultaneously (so 2, then 1&3 simultaneous)? Or some other way, maybe it depends on who is first player because "For any question as to who should perform an act or make a decision first, in the absence of any other direction by card or rules text, the first player does so first, followed by the opponent." (RRG first player)? The ordering matters in practice, because the controller of the Roadside Inn might want to base their choice on potential for Way of the Crab, based on whether their opponents are using the option to give 1 honor or not (and if they do, what character they are choosing).

Roadside Inn’s choice-selection is done in turn order, as described by the passage you’ve quoted. So the first player would choose their character to move a fate too, then their opponent. If the first player is not also the controller of the Roadside Inn, they must give their opponent 1 honor when they make their choice. (If they elect not to choose one of their characters, they do not give the honor.)
