The additional conflicts are an upper limit, not a pool of options. If Shori leaves play when sacrificing a character to Hisu Mori Toride in your second military conflict, you will lose Shori’s additional conflict and gain HMT’s additional conflict, resulting in a maximum of two eligible military conflicts, both of which have been declared. You would not be able to declare a third military conflict.
