Can multiple ships be damaged by a single mine?

If I drop a bomb such that it would overlap with multiple ships, does the effect of the mine resolve for each ship?

For example, if I drop a proximity mine and it lands right dab in the middle of a swarm of 4 ships, does each ship suffer a damage and then roll two attack dice?

the text reads: After a ship overlaps or moves through this device, it detonates. When this device detonates, that ship rolls 2 attack dice. That ship then suffers 1 regular damage plus 1 regular /critical damage for each matching result.

Short answer: You pick one ship and apply the mine effects to that ship only. So no, you can't hit a whole swarm with a single mine.

Explanation: In the rules reference under "Devices," there are these two this bullet points:

Quote

- If a device is placed overlapping a ship, it is placed under the ship’s base.

- If a device that detonates when overlapped is placed under more than one ship’s base, it detonates instantly and the player placing the device chooses which ship it affects.

IMO If mines WERE able to affect multiple ships, they should cost a heck of a lot more.

For a short period of time (Jul 2020 til Nov 2020), the effect of Cluster Mines was:

"When each of these devices detonates, each ship at range 0 rolls 2 attack dice. That ship then suffers 1 HIT/CRIT damage for each matching result."

So they did affect every ship they hit, but they also had another curious change during that time of also only affecting ships at range 0. So you could drive through the mine(s) to trigger them, and as long as you didn't land on them, you wouldn't take damage.
