Future proofing. While there currently is no way to have a ship on the table when prox. mines goes off, there may be in the future.
If there are no ships on the table then it becomes impossible to violate, so there is no issue there.
Not sure how you can think the card is broken? It is absolutely working as intended.
Just because we cannot currently deploy ships "before deployment" doesn't mean that someday we MIGHT get something that can change that.
Better to proof the card to prevent abuse now, than later. Which is the route the devs took.
Maybe there is some confusion as to how it works? Would you like an explanation?

So you put the proximity mines wherever you want, beyond distance 1 of each other.
It may not be an A-tier card, but it works. I brought it to Richmond Primes and there was no issue.
