"During system phase" order of operations

Is there an established way of determining order for actions that take place "during system phase."

In particular what I have in mind is the new Aphlacc tri-fighters ability to look at dials. Let's say I am flying an Aphlacc tri-fighter against a Tie/Phantom that is deciding which direction it wants to go after it decloaks; the direction in which the Phantom moves after decloaking may be determined by whether or not I know what move is on his dial. On the other hand, if I am a tri-fighter deciding if I want to spend my lock to see his dial, I am DEFINITELY going to want to know what direction he has barrel-rolled/boosted during the system phase. Is there any way of determining which player goes first during the system phase?

Yes.. Player order and ship initiative.

RR page 21

During this phase, the sequence of play starts with the ship with the lowest initiative and continues in ascending order

If multiple players have ships with the same initiative value, player order is used to determine the sequence. The first player resolves any abilities of their ships with that initiative value in any order, then the second player resolves any abilities of their ships with that initiative value in any order, and so on.

More specifically... by Ship Initiative (player's choice if they have multiple ships at a given initiative), then use Player Order to break ties.
