What are the limitations to the Utility Belt Talent?

Also,

Can Force Move target body parts, like eyeballs. And what does that look like (well, nothing 😉 )

I was under the assumption that no you can't.

Like the talent says...

A small tool, rarity no greater than 4, and it can't be a weapon unles it has Limited Ammo 1.

And, well, I suppose it should be somewhat narratively plausible that you have this item.
