I know they are in the dial pack, and i know there were a couple of attempts to clarify if they were in the starters or the upgrade card pack - did we ever get a solid answer?

I don't remember seeing any pass tokens on starter pack images, and I'm quite sure the upgrade card pack only contains cards. So I think it's quite safe to assume that they might be in the starters if required for any included upgrade card or base game mechanic, and otherwise will only be available through the dials pack (and maybe future ship expansions that come with suitable upgrades?).
