On Peerless Interception there are several secondary Talents like Critical Counter, Effortless Counter, and Reduce Strain that apply to Parry and Reflect. Do those only trigger when Peerless Intercept is active or are they overall improvements to Parry and Reflect?

To my knowledge, they only apply to Peerless Interception. If the Signature Ability isn't active, those upgrades don't come into play.
