I've been searching for several days now and can't find anything solid on this. My argument would be that it is because it can be used to augment abilities and had electronic capabilities. It really depends because of the Hardened attachment.

Augmentative Armor is Armor that has +2 soak, +2 defense, 6 HP, and 6 encumbrance. That's it. It can look Mandalorian, it can look like Warhammer 40K gear, and it can look like medieval zero-tech plate armor.

Power Armor is not really a specific cathergory of armor in this game.

There are some armors that are called some kind of Power Armor, but there isn't really anything that makes them more or less powered than heavy clothes in their statblock most of the time.
