Can you just simply attach Daimyō's Gunbai to a character without initiating a duel? As I know the ACTION is not mandatory, so you shall be able to do it.

No, the duel is a cost of triggering the ability so if you don't fulfil it you can't procced to use the effects after the dash.

In case this is whats causing confusion: its dofferent to have a - than a 0 as a cost. 0 menas you pay 0 fate to play it. - menas it has no cost to pay, so you cant pay anything
