What constitutes an “outcome” when you have to guess the outcome of a vote?

Is there anything to back that up? I have a couple of guys that are insisting “predict an outcome” includes things like “player A will not be elected”.

They’re talking about predicting what doesn’t happen rather than what does happen, but that can’t be a predicted outcome in terms of TI4 game rules because it doesn’t receive any votes.
8.22 Some game effects instruct a player to predict an outcome. To predict an outcome, a player declares aloud the outcome he thinks will receive the most votes. He must make this prediction after the agenda is revealed but before any votes have been cast.
