Also, he never betrayed the CIS. Not only was he never a part of it, but he was abandoned by Sidious (granted, Sidious assumed he was dead) and replaced by Dooku, so he felt that he was the one who was betrayed.
But if Lando does get a flaw card, I really hope it's "Deal's Getting Worse All the Time"

Oh wow really?!? Seems like a big error lol.
I know they are using the term waves now and the other thing they pushed was themes. Just find it interesting that 3 fit pretty well together into a theme and the last one could be squeezed in. As for Maul I would put him in the same category as Kallus with their faction screwing them over bad............... which I guess from a certain point of view Ani could fit in that category as well.
As for Maul in the CIS that is a topic I don't want to get into again lol. The devs said they thought of him as part of the early CIS and sure whatever its their game. I have come to terms with that decision, but I will always say Ventress should have been before him. Especially since I think Maul being a commander for Scum first would have been a better option............... guess they could give him chicken/spider legs as a added incentive!!!

Yes. The retailer descriptions of the box contents are floating around somewhere. Lando comes with a Flaw card and only 6 upgrades while Kallus comes with 7 upgrades (one is almost certainly his bo-staff gun, so they probably come with the same 6 upgrades).

How could it possibly hurt?

I don't feel like it would be all that bad, honestly. They could put out another version of him with less combat directed stats and command cards more fitting of someone running a criminal empire as opposed to a Sith Warrior.
If they do a Scum faction at some point, that is. I want it to happen, but I have a feeling it will be a good long time considering how long it took for Clone Wars to even enter the game (and their current issue of not having very many units for the factions). I feel like they'll flesh out CIS and GAR before they do another faction set.

Hurt is too strong a word. Maybe not sure the reason behind it? If they just go with the popular options why do Cad Bane over Jango??? Ventress makes more sense theme wise over Maul who spends more time trying to fight the CIS lol. Damnit FFG I need a patter to this madness!!!

In theory they were following the same patter of releases (pre-covid) that I was expecting the new faction(s) to be announced by 2021 Gencon. A handy little link with a timeline https://starwarslegion.fandom.com/wiki/Products#Q3_2019
Empire/Rebels had a year and a half with each quarter having either 6 to 4 units. GAR/CIS will have roughly a bit more time and they also got 4 to 6 units in a release (at least on paper lol). So if the patter repeated we would get some new faction in Q3 or Q4 next year. Rebels/Empire could take a break while CIS/GAR could have gotten 4 to 2 units a wave to catch up to the OT faction in releases.
Now of course this does not include all of the shipping problems (like products falling into the ocean lol), the pandemic, or if they decide to just expand the 4 factions they have now. Throw in option that the ST could come out before a Scum faction. At that point I understand why they would want Maul as soon as possible since like you said it may take years.
When maul starts running black sun/deathwatch etc he’s using a single blades lightsaber, while Savage has a dual bladed so there’s justification for lowering his damage out put and beef up his tactical ability if they where to make him a scum commander

if they give CIS Maul's supercommandos and the republic Deathwactch I'll lose it.. Imagine having Maul with Rook Kast and another supercommando duking it out with Bo Katan, (younger) Ursa Wren, and a nite owl.
They may well get round to a scum faction with a separate Maul Commander with Darksaber model, along with all his fellow ruffians. However this is still pretty early days for this game, and it still needs to walk before it can run, and there are still factions that need properly fleshing out before they can go and start introducing more incomplete stuff
