Rules for converting prisoners to rebellion

I am coordinating a multi-campaign where players eventually arrest NPCs from the Empire and convert prisoners for the rebellion. For example: Imperial minions become rebellious minions.

I would like a rule to convert these NPCs within a logical sense.

Something like that will likely take a lot of time, and isn't very Rebel-y.

There are a few basic ways of going about it:

1. Charm, Leadership: Convince them that the Rebels are the good guys. Abstracted check over a long period of time. Each success wins one convert, each 2 Threat or Despair results in an untrustworthy convert (but you don't know who).

2. Coercion: You force them into service. Abstracted check over a shorter period of time. Each success wins one convert, each Threat results in an untrustworthy convert (again, you don't know who). However, they are not going to be particularly enthusiastic about service, they cannot be counted on in a pinch, and they'll probably try to escape at the first opportunity.

3. Negotiation: You bribe them into service. Abstracted check over a moderate period of time. Each success wins one convert, each Threat results in an untrustworthy convert (you don't know who). They cannot be counted on in a pinch, and your money will only go so far.

They are all Opposed by Discipline, the minion group's total skill, with Setback or Boost based on circumstances. But you can only make one check in X period, so you have to weigh ease of check against potential for numbers.

Might be too much bother, for minions, but having rebel intelligence court specific assets might be more realistic than having whole teams of minions convert. Finding the right minion group, dissatisfied with the Empire’s ways, ripe for defection... I could see that, using Charm or Leadership as our fighter plane friend depicted above.

A few individuals or small groups might also be convinced to defect if they're presented with solid evidence of the Empire's crimes against (whatever matters to them) - evidence that had clearly been concealed/covered up by the Empire while they were working in its service. Even better if they were involved in the event and can have a "Wait a minute, I thought they..." moment.

Large-scale conversions are still unlikely, even so.

Behavior Inhibitor Chips might not just be for clones. It might be possible to surgically implant them in prisoners along with hypnotic "flash-training" behavior modification. Not something the greater spirit of the Rebellion would ever support, but I was always of the view that there's room for a dark side (heh!) to the Rebellion too.
