Can a unit attack with occult type weapons during overwatch? For example the Patmos Amulet?

The weapon description says as an action

Not too sure if an Overwatch attack allows that?

EDIT: #4 on the sequence of play is Active characters, which are characters that are not dead or on Overwatch. So can I assume that since overwatch characters can not be activated a piece of equipment that reads "as an action" can not be used during overwatch?

I would say no since the only option is to use a weapon.
