Innsmounth Horror question

Bought myself Innsmounth yesterday, and gave it a try today, lost miserably, but had great fun, as I only owned main before it doubled the cool factor in game. Now for the question, its about deep ones rising track, does it rise if you get monster surge (gate opens on already active gate). Rules states "any time gate fails to open" but only names "because elder sign on certain female inventor :D"

Bonus game moment. Other wold encaunter "monster apears":

-What is it? - Cultist... - Oh, noooooo, anything but cultist!!!!! (we had Ithaqua + Great Ritual rumor we failed to solve, so cultists had 5 toughness)

Bonus question: Does cultist counts as 5 toughness then you spend it as trophy in this situation? We plyed as no, as Arkham is harsh game, but still.

The Deep Ones rising track is does NOT rise if you have a monster surge... I think it was Tibs who had quoted the rule in another thread but a monster surge happens INSTEAD of a gate opening, so technically no gate is prevented from being opened.

As for the bonus question: yep its 5 toughness worth, modified toughness applies to spending as well (it has been discussed before here in the formums but i can't find the thread...

I don't believe that the DR track goes up on a monster surge however an open gate on Devils Reef or that other place can immediately dump several monsters into a vortex during a surge if the movement symbols are right.

I'm pretty sure that they count as 5 toughness.

Effects changing monster toughness effect trophies (however if the rumor or environment changes, the monster trophy toughness will return to normal).

I think Avi's idea was supposed to read:

"Effects that change monster toughness also affect trophies you hold."

Sometimes, monsters you kill will be worth more toughness than when you killed them; sometimes less. Think of it as a monster stock market.

The Festival is currently in town? The shady guys at the river docks are interested in what's going on, and will be more willing to pay you money for any Byakhee samples you bring them—even if you killed the Byakhees before the Festival started.
