I keep seeing this term being used to decrisbe NPCs what does it mean?

"One who relapases" In english it's specifily used to refer to repeat criminals. Rogue Trader seemes to use the term to refer to non-orginized carrear criminals and small gangs in order to distinguish them from 'underworld' which refers to orginized crime and large gangs.
