What does Hero-Specific mean on Hydra Prison?

The ally for the hero. eg. Capt. Marvel for Spiderwoman

Thanks, so an ally from among my identity-specific (I eventually fond this term in LTP Guide) cards

I couldnt find the term Hero-Specific in any of the books. When I first read it I thought it meant the add-in cards from the previous scenario. They should add that term to the books (if it isnt there) .

Those (the captives) cost 0 however

Thus my confusion as they are at least traited to the Heroes for Hire Team. I didnt get far enough to check Luke Cage and Danny Rand.
